Question: Please comment on the open part of the “public inquiry” on the Litvinenko case to be concluded on 31 July in the UK and the refusal of Dmitry Kovtun to give evidence in a video call from Russia. Answer: As is known, in 2014 British judicial authorities suspended the Coroner’s inquest into the death of Alexander Litvinenko, wherein the Investigative Committee of the Russian Federation has a status of an “interested person”. At the same time the Investigative Committee of the Russian Federation provided active assistance to the British inquest until July 2014, when the start of the so called “public inquiry” was announced. In August 2014 the Investigative Committee was compelled to refuse to participate in the “public inquiry”. The only reason for this is that, despite what its name suggests, it offers no transparency both for the Russian side and for the general public. Thus, there were justified concerns over its possible politicization. Eventually, our apprehensions proved to be fully justified. The open sessions of the “public inquiry”, which were held from January till March 2015 and resumed last week, have been abound with references to “secrecy”, all kinds of insinuations and outright partiality, in particular, towards those witnesses, who offered evidence that failed to comply with the “general line” of the prosecution.

After the failure of the hastily arranged Security Council vote on a resolution that hadn't been properly debated, Russia is once again being accused of creating obstacles for justice for the victims of the MH17 disaster. These official statements and media coverage come as no surprise to us. However, let's face the facts. Russia was the first state to demand a full and independent investigation of this abhorrent crime. We did everything to ensure an early adoption of Security Council Resolution 2166 that not only insisted on a proper investigation, but also, at Russia's initiative, provided for an immediate ceasefire at the crash area. The Russian Defence Ministry has been the only one among its counterparts to publish its satellite data relevant for establishing the truth. We have declassified certain technical documentation related to the Buk missiles and provided the Netherlands with a thorough analysis of possible Buk involvement in the downing of the aircraft, performed by experts of the Almaz-Antey Corporation, the missiles' manufacturer.

At The Netherlands’ initiative, Vladimir Putin had a telephone conversation with Dutch Prime Minister Mark Rutte on 29 July. The two leaders continued discussing issues concerning the investigation into the crash of a Malaysia Airlines plane in Ukrainian territory in July 2014. Mr Putin stressed the need to implement in full UN Security Council resolution 2166 of July 21, 2014, which was adopted on Russia’s initiative and calls for a comprehensive, thorough and independent investigation.

298 persons lost their lives in the sky over Eastern Ukraine a year ago. The least the international community should do is to ensure that justice is done and is seen being done in this horrible incident. This matter is too serious to be used for propaganda purposes and political point-scoring. Security Council already passed its resolution 2166 on 21 July 2014 with Russia's active support. The key objective now is to make full use of its potential of insuring that the two investigations being conducted in the Netherlands are successfully concluded, and proceed in an impartial and transparent fashion.
