The Fourth Session of the Arab-Russian Cooperation Forum was convened at the level of Foreign Ministers, on February 1st, 2017 in Abu Dhabi, United Arab Emirates. The meeting was headed by Sheikh Abdullah Bin Zayed Al Nahyan, Ministers of Foreign Affairs and International Cooperation of the United Arab Emirates (host country) and H.E. Mr. Sergei Lavrov, Minister of Foreign Affairs of the Russian Federation, and members of the Forum's Mechanism at the League of Arab States: H.E. Dr. Isselkou ould Ahmed Izid Bih, Minister of Foreign Affairs and Cooperation of the Islamic Republic of Mauritania (current presidency of LAS Council at summit level), H.E. Mr. Khemaies Jhinaoui, Minister of Foreign Affairs of the Republic of Tunisia (current presidency of LAS Council at Ministerial level), Sheikh Khalid Bin Ahmed Bin Mohamed Al-Khalifa, Minister of Foreign Affairs of the Kingdom of Bahrain (previous presidency of the LAS Council at Ministerial Level) and H.E. Mr. Abdelkader Messahel, Minister of Maghreb Affairs, African Union and League of Arab States of People's Democratic Republic of Algeria (next presidency of the LAS Council at Ministerial Level), with the participation of LAS Secretary-General, H.E. Mr. Ahmed AboulGheit. Also participated in the proceedings of the Fourth Session of the Forum the Ministers of the Foreign Affairs of: Republic of Iraq, Hashemite Kingdom of Jordan, State of Libya, Kingdom of Morocco, Sultanate of Oman, State of Qatar, Kingdom of Saudi Arabia, Federal Republic of Somalia, Republic of the Sudan, and Republic of Yemen.

01.02.2017 - Foreign Ministry statement on the rapidly deteriorating situation in Donbass

The situation in Donbass has deteriorated sharply in recent days. Ukrainian troops continue to conduct offensive operations to seize positions held by self-defence forces, including in the suburbs of Donetsk. Heavy weapons, including heavy artillery and multiple launch rocket systems, are being actively used to shell residential areas. According to Minsk Package of Measures of February 12, 2015, such weapons should long since have been withdrawn from the contact line. There are casualties and wounded among the civilian population. As a result of the shelling by Ukrainian troops, the Donetsk Filtration Station and the Avdeyevka Coke Chemical Plant have lost power. The lives of miners working in the mines are under threat.

Vladimir Putin congratulated Donald Trump on taking office and wished him every success in his work. During the conversation, both sides expressed their readiness to make active joint efforts to stabilise and develop Russia-US cooperation on a constructive, equitable and mutually beneficial basis.

Unfortunately possibilities of returning to a normal dialogue that appeared due to the change of the UK government in the summer of 2016 has not received any practical implementation yet. London returned to Russophobic rhetoric that we had heard in the last two years from [former] Prime Minister David Cameron.
