Embassy Press Officer’s reply to a media question concerning the UK support for the formation of so-called “army of Kosovo”

Question: How do you assess the UK Government position regarding the creation of so-called “national army” of Kosovo?

Answer: The decision by Pristina to transform the Kosovo Security Force into full-fledged “armed forces” is a flagrant violation of UN Security Council Resolution 1244, which is the fundamental international legal act defining the modalities of the Kosovo settlement. Let me remind you that the resolution only allows the deployment of only international contingents in Kosovo.

We are disappointed with the UK position: on the one hand, London claims to be an unbiased mediator between Belgrade and Pristina, and on the other, it irresponsibly supports the illegal decision of the Kosovo Assembly undermining fragile stability in the whole region. The UK insists on having its own “interpretation” of Resolution 1244, stopping short of declaring it obsolete. These attempts to convince everyone that nothing illegal is happening in Kosovo are bewildering. We regret that a number of Western countries, including the UK, are ready to sacrifice the whole process of Kosovo settlement for the sake of advancing their military interests in the Western Balkans, i.e. strengthening NATO positions in the region.

Meanwhile, the prospect of the so-called “Kosovo army” is an existential threat to the Serbs living in the north of the province. The support by a range of Western countries for Pristina’s aggressive revanchist mood has already led to an increase in unlawful raids of the Kosovo police in the Serb-populated territories as well as cases of seizure of Serbian Orthodox Church’s property. The province remains a convenient base for recruiting radicals from among terrorists returning from Syria and Iraq. Introduction of 100% duties on imports to Kosovo from Serbia has posed a real humanitarian threat to the Serb-populated areas of the province. Nothing is being done in the field of the political settlement, with Pristina still refusing to fulfill its key agreement with Belgrade to create the Association of Serb Municipalities of Kosovo, reached 5 years ago.

We expect that KFOR will fulfill its mandate and immediately take comprehensive measures to neutralize and disarm any “Kosovo army”. We call upon Pristina is international patterns to exert proper influence on their clients in order to ensure that Kosovo Albanians revoke these provocative decisions, and prevent an escalation of tensions.

Answer: In the heat of the election campaign we wouldn’t want to comment on ideas of what would happen if a certain politician came to lead the government. We would just like to mention that this is another example of short-term exploitation of the fictional “Russian threat”. We realise that this is done in the run-up to the elections as well as the NATO summit in London. Yet such publications are not helpful for Russian-British relations as a whole.
