Embassy Press Officer’s reply to a media question on the UK position regarding humanitarian aid deliveries to Syria

Question: How would you comment on the UK position regarding humanitarian aid deliveries to Syria in the light of today’s International Donor Conference on Syria in Brussels?

Answer: We have taken note of the FCO press release on the UK participation in this conference, stating that “humanitarian access to millions in need within Syria continues to be obstructed by the Syrian regime who routinely refuse requests from the UN and aid organisations to deliver aid”.

These allegations are simply not true. In fact, the Syrian government makes every effort for delivering humanitarian aid to various parts of the country.

Let’s consider one of the latest examples. On 28 February the Syrian Ministry of Foreign Affairs expressed its readiness to help residents of the Rukban IDP camp located inside the 55-km “safety zone” illegally established by the US around their military base at At-Tanf, to return to their homes in the liberated areas by ensuring their safe transportation from the camp. Additional places of residence for nearly 35000 people equipped with stocks of food, drinking water, medicines and basic necessities have been created in the Homs and Aleppo provinces as well as in the suburbs of Damascus. Moreover, on 1 March, the Syrian authorities, in coordination with the Russian military, formed a bus convoy for the evacuation of IDPs. However, the refusal by the US representatives to provide security guarantees inside the “safety zone” did not allow this initiative to be accomplished.

There are no problems with coordination of humanitarian aid deliveries with the Syrian authorities. To date Russia has carried out 2080 such deliveries with the total cargo weight of 3300 tons.

With regard to the UK, despite its numerous ambitious statements, regularly featuring impressive sums of money, we do not detect any meaningful participation of the British side in providing assistance to the Syrian people. The relevant activities of the UK government are non-transparent, while concrete goals and final recipients of aid often remain undisclosed. The British insist on providing assistance only to the areas of Syria uncontrolled by the government, or to neighbouring countries.

We continue to call on the UK to renounce its endless claims and preconditions it sets for the Syrian authorities and finally join the efforts by the international community aimed at the settlement of the conflict both on humanitarian and political tracks.

We would just like to mention that this is another example of short-term exploitation of the fictional “Russian threat”. We realise that this is done in the run-up to the elections as well as the NATO summit in London. Yet such publications are not helpful for Russian-British relations as a whole.
