Bringing pets and animals to Russia
Import of pets and animals to Russia and transportation of pets and animals across the borders of the Eurasian Customs Union member countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia) are subject to the Regulations of the Commission of the Customs Union №254 of 4 December 2012 and №830 of 18 October 2011. This article contains provisions from the Regulations related to the import of animals in the Russian Federation.
Healthy rabbits, cats, dogs and other fur-bearing animals may be imported from territories that are free from infectious animal diseases such as:
- Anthrax: for all types of animals, provided that the animal has not left the disease-free territory for a minimum of 20 days
- Rabies, tuberculosis: for foxes, polar foxes, dogs and cats – provided that the animal has not left the disease-free territory for a minimum of 6 months
Specifically for minks and ferrets:
Healthy minks and ferrets can be imported from territories that are free from infectious animal diseases such as:
- Mink encephalopathy, Aleutian disease of mink, provided that the animals have not left the disease-free territory for a minimum of 36 months
- Tularemia, provided that the animals have not left the disease-free territory for a minimum of 12 months
- Rabies, tuberculosis, provided that the animals have not left the disease-free territory for a minimum of 6 months
Specifically for rabbits:
Clinically healthy rabbits can be imported from territories that are free from infectious animal diseases such as:
- Rabbit viral hemorrhagic disease, tularemia, pasteurellosis (Pastereulla multocida, Mannheimia haemolytica), provided that the animals have not left the disease-free territory for a minimum of 12 months
- Myxomatosis, cowpox, vaccinia virus pox, provided that the animals have not left the disease-free territory for a minimum of 6 months
Animals in quarantine are screened and diagnosed for:
Minks: Aleutian disease of mink
Cats: dermatophytosis.
Those animals which have not been vaccinated over the last 12 months are vaccinated not later than 20 days before their transportation from the following diseases:
For all carnivores: rabies. Import, transit or movement of animals that have not been vaccinated against rabies is prohibited.
For foxes and polar foxes: canine distemper virus
For minks and ferrets: canine distemper virus, virus enteritis, pasteurellosis
For nutrias: pasteurellosis
For dogs: canine distemper virus, hepatitis, virus enteritis, parvoviral and adenoviral infections, leptospirosis
For cats: panleukopenia
For rabbits: myxomatosis, pasteurellosis and viral hemorrhagic disease. Vaccination against other infectious diseases may be requested by the relevant authority of the destination Country.
Up to two pet cats or dogs can be imported without import licence or quarantine, provided they have their international passports with a record of clinical examination made not earlier than 5 days before transportation.
There is no need to obtain a special veterinary certificate for animals transported to a third country through the territory of the Russian Federation.
Every animal’s passport should contain records about vaccinations made in full compliance with these Regulations and prove that every successive vaccination was done before the expiration of the previous vaccination.
A physical examination by a veterinarian should be made over a 5-day period before transportation and the passport should contain a record that gives the right to transport the animal in the next 120 days, provided that the latest vaccination is effective throughout.
