GENERAL REQUIREMENTS TO VISA DOCUMENTS

In order to improve the quality of service for applicants requesting a visa for entry into the Russian Federation, there are visa application centres operating in London, Manchester and Edinburgh.

The purpose of these centres is to expedite and facilitate the visa procedure, while providing the most convenient conditions and explanation of the regulations of entry and stay in Russia, verification of the set of documents as well as submission and collection of documents on behalf of the applicants at the consular offices.

The decision to issue or refuse a visa, as well as documents processing, remains with the Russian consular offices.

 

E-visa to Russia from 2021

The e-visa, which is already available for some Russian regions, will be introduced for the whole country from the beginning of 2021. The list of states, which citizens are eligible for the e-visa, was approved by the Decree of the Government of the Russian Federation from 6 October 2020 No. 2571-r.

This list includes the same 52 states which have been previously approved concerning e-visas for particular regions of Russia except Qatar. Since 23 February 2020 there is a visa-free regime between Russia and Qatar.

The pilot project for the introduction of an electronic visa started in 2017 and had a few restrictions. Foreign citizens had the right to cross the border with such a visa only through the border points in the Far Eastern Federal District, St. Petersburg, Leningrad and Kaliningrad regions. However, they could not leave the boundaries of these regions.

From 2021 the e-visa will be valid throughout the whole Russian Federation. It will be possible to cross the border through specially equipped checkpoints designated by the Government of the Russian Federation, and travel in all regions of the country. In addition, the period of stay with an e-visa in Russia will extend from
8 to 16 days.

The e-visa can be only single-entry. It is issued for 60 days from the date of registration for a period of stay of no more than 16 days from the date of entry into the country. The processing time for a single e-visa is within four calendar days from the date of application.

An electronic visa is issued for a short-term stay for private or business visit, as a tourist, as well as for participation in scientific, cultural, social and political, economic or sports events.

The Government of the Russian Federation approved the list of border check-points for e-visa holders. They will become operational from 1 January 2021.

As for traveling from the UK, you can find such check-points in Moscow airports Sheremetyevo, Domodedovo and Vnukovo. In Saint-Petersburg it is Pulkovo airport. Other check-points are also available, but due to COVID restrictions there are no flights to other cities from the UK.

E-visa check-points are also available by road, railway, maritime transport. One check-point is equipped for pedestrians.

Electronic visas to Saint-Petersburg and its surrounding Leningrad Region

In accordance with the Decree of the President of the Russian Federation No.347 dated 18 July 2019, starting from 1 October 2019 nationals of 53 foreign states shall have the right to obtain single entry business, humanitarian and tourist visas for visiting Saint-Petersburg and the Leningrad Region in the form of an electronic document (e-visa) on the special website of the Ministry of Foreign Affairs of the Russian Federation (http://electronic-visa.kdmid.ru/index_en.html/).

Features of an electronic visa and conditions for its issuance

Dear visitors, due to the received citizens appeals about the refusal of entry when crossing the border of the Russian Federation or registering for a flight in London, we would like to pay attention to special instructions for filling out electronic visa applications.

The list of the countries, which nationals are eligible for e-visas to Saint-Petersburg and the Leningrad Region, is as follows:

An e-visa shall be issued free of charge on the basis of a foreign national’s application filled in online on the above-mentioned website not later than 4 days before the assumed date of entry with a digital photo in electronic format attached to it. No other documents are required for obtaining the e-visa.

E-visas are issued for a period of validity of 30 days with an authorized period of stay up to 8 days from the time of entry to the territories of Saint-Petersburg and the Leningrad Region.

E-visas for visiting Saint-Petersburg and the Leningrad Region are valid for entering the Russian Federation and exiting therefrom only when travelling by air-, motor- or maritime ways and also without any means of transport through the following checkpoints at the national border of the Russian Federation situated in the territories of Saint-Petersburg and the Leningrad Region:

  •  Air checkpoint “Pulkovo”;
  •  Maritime checkpoints “Vysotsk”, “Big port of Saint-Petersburg”, “Passenger port of Saint-Petersburg”;
  •  Road checkpoints “Ivangorod”, “Torfianovka”, “Brusnichnoe”, “Svetogorsk”;
  •  Pedestrian checkpoint “Ivangorod”.

Entry into the territories of Saint-Petersburg and the Leningrad Region with an e-visa by railway is currently impossible due to technical reasons.

Foreign nationals who obtained e-visas for visiting Saint-Petersburg and the Leningrad Region shall have the right to stay and travel only within these territories. Holders of such visas are not allowed to enter other parts of the Russian Federation for the purpose of transiting to Saint-Petersburg and the Leningrad Region or exiting them, including via airports.

Direct flights from London to Pulkovo airport (Saint-Petersburg) are operated by the following airlines:

Rossya airlines together with Aeroflot (Gatwick Airport);

WizzAir (Luton Airport).

Shipping companies can check, whether the foreign national has a valid e-visa, on a special website http://electronic-visa.kdmid.ru/index_en.html.

 

E-visas introduced for visiting Russia’s Kaliningrad Region

From 1 July 2019, electronic visas are introduced for visiting the Kaliningrad Region of Russia. E-visas may be obtained online at http://electronic-visa.kdmid.ru/klgd_home_en.html.

Nationals of 53 states are eligible for an e-visa. These include all EU member states, except the United Kingdom. An e-visa only allows a single entry (for business, tourism or a humanitarian visit) for a maximum term of 8 days. It allows entry into the Kaliningrad Region through border crossings located in that region, i.e. by direct flight to Kaliningrad (but not via another Russian airport), by sea, railway or road. An e-visa does not allow travel to other regions of Russia.

Introducing e-visas is a part of Russia’s policy to simplify visits by foreign guests. They have been succesfully tested since 2017 in Vladivostok and the Primorsky Kray, and in other regions of the Russian Far East since 2018.

В соответствии со статьей 6 Федерального закона «О порядке выезда из Российской Федерации и въезда в Российскую Федерацию» от 15 августа 1996 года № 114-ФЗ выезд из Российской Федерации и въезд в Российскую Федерацию граждане Российской Федерации осуществляют по действительным документам, удостоверяющим личность гражданина Российской Федерации за пределами территории Российской Федерации.

Установленный законом порядок въезда в Российскую Федерацию распространяется также и на граждан Российской Федерации, имеющих, наряду с российским, иное гражданство. В этой связи Посольство обращает внимание данной категории граждан на то, что для въезда на территорию России они обязаны использовать только свои российские паспорта. По вопросу оформления российских паспортов просьба обращаться в консульский отдел Посольства России в Великобритании.

В случае отсутствия у заявителя подтверждающих личность действительных российских документов ему требуется обратиться в консульский отдел Посольства по вопросу подтверждения наличия/отсутствия гражданства РФ.

Доказательством отсутствия у заявителя гражданства РФ могут служить документы, подтверждающие, что он, снявшись с регистрации по месту жительства в РФ, выехал за пределы Российской Федерации до 6 февраля 1992 года – момента вступления в силу ФЗ РФ «О гражданстве Российской Федерации» 1991 г. – и с тех пор не обращался в российские консульские загранучреждения с заявлением о своем желании состоять в гражданстве РФ.
