In 1761 he was appointed the Charge d’Affaires to Austria, in 1762 - the minister plenipotentiary to England where he remained till 1764.

In 1764 – 1768 he was the minister plenipotentiary to Holland.

In 1792 he retired and was out of work prior to the beginning of the reign of Alexander I who appointed him state chancellor in 1802.

On September, 8th, 1802 under the decree of the emperor the Ministry of Foreign Affairs was put under his control.

Died in 1805.

Awarded the orders of St. Alexander Nevsky and St. Vladimir.
